The Subscribers’ Advisory Committee 

Our Subscribers’ Advisory Committee (SAC) provides a forum where our members' (a.k.a. our policyholders') voices are heard and helps set the course for Noblr. This advisory committee is an integral part of our community of like-minded drivers. It’s also really important in terms of providing input for our reciprocal exchange, where we pool the resources of like-minded good drivers like you. 


The SAC is specifically tasked with:

• Advising the reciprocal exchange to ensure conformity with the Noblr Subscription Agreement and Power of Attorney;

• Recommending the selection of independent auditors, procuring audits, reviewing the results, and making suggestions to Noblr on how to address results if needed;

• Adopting certain governance, election, voting or other standing rules;

• Acting on behalf of all of our members with respect to the reciprocal exchange.

Our SAC is made up of the following members:


David Fitzgerald has had a career in technology and insurance, having started out as an insurance agent and then working towards being a driving force behind CarInsurance.com, which was sold to QuinStreet in 2010. David consulted for a while after CarInsurance.com, and then worked with Google as Head of Business Development for Google Compare in 2015 and 2016. In 2016, David continued his entrepreneurial activity, creating a FinTech Investment Firm in Denver, Colorado—the very first state where Noblr operates. David sits on several Boards as a Director/Advisor, and has great experience representing multiple stakeholders in providing companies with sound strategic direction.

Jenna Buffaloe is a speaker, workshop leader, and coach who works with companies and individuals on The Human Dimension of Business to leverage great results and is an expert on company culture and business transformation. She has worked with a variety of clients in the U.S. and internationally, including LinkedIn, Google, Eventbrite, Stripe, and Headspace. Jenna began her career as a lawyer before returning to school to study Jungian psychology. In 2005, she entered the field of executive coaching and leadership development. Jenna holds a B.A. from Barnard College, Columbia University, a J.D. with honors from Harvard Law School, and a Master’s in Counseling Psychology from Pacifica Graduate Institute. A resident of Boulder, Colorado, Jenna is not only an expert on company culture, but also, very knowledgeable about the best places to do yoga in the Centennial State. 

Gary Tolman is the Co-founder and CEO of Noblr. He started Noblr because he is a champion of the entrepreneurial spirit and, as a financial services veteran, understands what needs to change about products like insurance to meet the needs of consumers in the 21st century. Gary has had a lot of experience running property & casualty insurance companies, having helmed Esurance during its successful growth from start-up to success story. Gary’s service on several Boards also provides him with unique insight into industry transformation, a project we’re embarking on with our members here at Noblr.
